Report of the General Council Meeting on 9th June 2013
The report is based on the draft minutes. Present were the Chairman and 18 Council members and Officers.
Executive Committee Meeting Report
The Chairman explained he was making a report as the minutes had not been confirmed. A previous decision to have copies of the draft minutes was overturned but once the Executive Committee meeting minutes had been agree they would be made available to members of the General Council.
• A letter of thanks had been received as a result of the Trust’s support in a planning application.
• An application for the post of General Secretary has been received.
• A collection of archive material has been offered by the family of the late Brian Barrass.
Matters Arising
• Colin Hatch has offered assistance in organising visits to clubs, etc.
• After discussion it was agreed that Driving Scholarships should be available to NTET and SAC members.
Treasurer’s Report
• The accounts for the year ending 31st March 2013 were presented.
• After an explanation and discussion it was agreed that surplus income would be allocated to various funds.
• Finally the accounts were adopted.
• The Treasurer was thanked for her work.
BESTT (Boiler Engineering Skills Training Trust)
• A £400,000 grant has been received from the Heritage Lottery Fund.
• 10 trainees are to be given placements leading to nationally recognised qualifications.
Traction Talk
Remarks made by an individual were regarded as slanderous. As a result of a letter from the Trust’s Solicitor, a public apology had been received. It was agreed the Trust should support its officers and legal costs are justified.
Succession Management
• Paul Cook has resigned as Chairman of the Commercial Section.
• Rich Hurley presented a proposal for management services being provided by Seddon & Black on a fee paying basis. As part of, but conditional on the proposals, Rich Hurley would be willing to stand as Chairman. There was no discussion on the proposals.
• Val and Colin Brown have offered to continue online and postal sales.
Review
• It was suggested an Enthusiasts Section should be formed particularly for the benefit of non-engine owning members.
• As part of the 60th Anniversary Celebrations it was agreed the Trust should host a conference to discuss the future of our hobby.
SAC Report
The Burrell Project is progressing well.
EO Report
• The 2013 Driving Course was successful
• Already 34 places booked for the 2014 Driving Course
• It was suggested there should be a Driving Course for the owners and drivers of miniature engines.
TSU Report
• Insurers are being asked if ‘recovery after an accident’ can be included in their policies.
• HGV drivers only require CPC if they are professional and/or carrying a paying load.
• Attempts are being made to rectify problems with the printers of Steaming.
• Information about the activities and control of steam road vehicles has been passed to HSE following their request.
RO Report
Concern has been expressed at the draft revised Purple Guide with regard to the use of fairground equipment.
Communications Report
• Work on the promotional video has started.
• Three information leaflets have been produced with further ones planned. It was agreed to provide a budget of up to £1200 for the printing.
Commercial Report
There will be a larger marquee for GDSF.

Painting has started.
The 2013 Driving Course was oversubscribed this year with ten people having to be placed on a waiting list.
The dates for next year's Driving Course are 10th and 11th May 2014 and once again the event will be held at Astwood Bank near Redditch. There are 34 places provisionally booked with just six vacancies. To secure a provisional booking email training@ntet.co.uk as soon as possible and to convert your provisonal booking to a firm booking you will need to send your payment .

I am hoping a reader, or two, may be able to help us with the following please – •
We have recently discovered a partial photo of the living van that belongs with the HMS Sultan Super Sentinel Waggon from the 1970’s, and the living van was lined, however, the picture we have does not show the design clearly. It appears there was a fancy design at the corners as well as the lining in each panel, so we are hoping that someone may have a good copy of the design so that the volunteers can try to replicate this please.
Also, I am a novice learning traditional sign writing to enable me to help with the upkeep of the Sultan Sentinel Waggon and other Steam Traction engines, and would like to appeal to anyone who may have a copy of a book by B Hearn (Bertie Hearn?) called The Art of Sign Writing from 1953/4 that they no longer have use of that I could have please, as it has a lot of useful information for a novice such as myself.

New VAT forms for imported vehicles
On 15 April 2013, HMRC are introducing a new on-line system called Notification of Vehicle Arrivals (NOVA). After that date, HMRC will not accept VAT 414, VAT 415, C&E 386, C&E 388 or C&E 389 forms. There will also be the option to make notification using a paper form (NOVA1) and returning it to HMRC.
Some historic vehicles are imported into the UK for restoration, and it could be months or even years before they are roadworthy, and so could be registered with DVLA. DVLA have indicated that DVLA leaflet INF106 called How to Import your vehicle into Great Britain will be revised shortly in line with the NOVA changes, and that:
‘DVLA will accept the VAT & C&E forms post April 14 provided the form is stamped by HMRC with a date that precedes April 15 or the date of postage, identifiable by the franking stamp, is prior to the 15 April.
Customers who import vehicles after that date will need to follow the new requirements’.
Miniature Traction Engine Owners and the National Traction Engine Trust
As miniature traction engines get bigger it is clear that many are no longer models, but are indeed small traction engines.
The National Traction Engine Trust has decided that the owners of miniature engines form a part of the Trust’s area of interest , and that they are not only very welcome as members , as they have always been , but that they can now be assured that the NTET includes , considers and represents, their interests in all that it does .
Thus the Trust from now on shall endeavour to include the interests and problems of the owners of miniatures in its representations to, and dealings with, the authorities and the media and event organisers. The Trust will likewise provide written guidance for miniature owners where it feels that this would be useful, and will encourage the provision of training in the management and driving of miniature engines. The insurance disc scheme and representation to the insurance industry will likewise continue and will include the owners of miniature engines.
The Trust will recruit a representative miniature owner to their Engine Owners’ Committee. However, if any additional services special to miniature owners are wanted from the Trust, then it will be necessary that volunteers (with the necessary expertise) from the ranks of the miniature owners come forward
The NTET does not discriminate against small engines, and their owners are fully included in the Trusts interests and activities. They are very welcome to come and join, enjoy, and contribute to, the activities and services of the Trust.
